NOVEMBER 5, 1998
PRESENT: Chairman Tracy Scott, Joanna McIntosh, Paul Adams, Ron Lesieur, Ted Bailey, Harold Arey, Skip Lawrence, Secretary Andrea Deachman
Chairman Scott introduced the Board and explained he had received a letter from Dave Bickert stating he was unable to continue as an Alternate Board Member the Board expressed that Dave would be missed. Chairman Scott requested the Board to review the minutes of October 1, 1998.
Motion was made to except the minutes with one minor change.

PUBLIC HEARING: Mark Drew
Subdivision
Map 1, Lot 26, Shortfalls Road
Abutters present: Steve Grafton, Joseph Wherle and Jeff Andrews.
Mr. Andrews property is within 200 feet of Mr. Drew’s property, therefore he has been sent abutters notices and is present at this meeting.
Mr. Drew presented the Board with final plans. The Board had requested specifically to have: Set Backs, Soil Types and Water Courses. The property to be subdivided seems to all be in the RDA (old soil types) 547B Walpole (new soil types) both types are classified as wet lands. Several members of the Planning Board walked this property on October 10, 1998 and confirmed that the lot contains substantial wet lands, Chairman Scott notified Mr. Drew of this review by letter dated October 14, 1998.
Mr. Drew feels that people in town are trying to control his piece of property without anything coming out of their pockets. Mr. Scott informed Mr. Drew that no one was trying to tell him what he can and cannot do, what the Board is trying to tell Mr. Drew is that this land is wet land and is not buildable. Mr. Scott on several occasions placed Mr. Drew out of order, he was asked to leave and at such a point Mr. Drew could return to the Board in a civilized manner. Mr. Drew handed the members notification of injustice. Mr. Drew stated he had not received notice of Public Hearing on Map 4, Lot 167 the certified letter had not been returned by the Post Office.
Motion was made to table this meeting.

Question on the Honey Dew Donut sign being new. No it has been there since the shop has been there. But it is now lit and only 64 square feet of sign can be illuminated.

Mr. David Noyes, Registered Land Surveyor, presented the Board with the plans. Mr. Noyes presented the Board with septic approval on file plan approval #108817 dated 1/9/84 this plan has soil types listed.
Motion to accept soil types from 1/9/84 septic approval plan.

Zoning issue, sign at Abundant Life Plaza

Mr. Lincoln and his partner didn’t understand the zoning and felt that they need this sign to stay at that property. Mr. Lincoln was advised that their sign was in violation of the zoning. The Board suggests they go to the Zoning Board of Adjustment, also suggest they write a letter to the Selectmen to postpone any action on the sign until the issue is resolved with the ZBA. They will also need to go thru a site review for the new business located at the Abundant Life Plaza.

Ed Drew Property - Site Review - New Building

Mr. Lincoln would like to build a 50 X 200 foot building, 7000 feet of show room and 3000 feet of warehouse storage. The Board agreed that this is an acceptable use and will set the Design Review for December 3, 1998.

Tim Bernier, Registered Land Surveyor, presented the Board with plans. They would like to add on to the road and turn it over to the Town. They will be making 5 lots out of the 3 existing. Frank’s shop will be on a lot by its self. The Board is in agreement that this is a subdivision.
They will need to post a bond for the road and check with the Road Agent and the Fire Department about the hammerhead road ending. Zoning states a cul-de-sac is needed, maybe Board of Adjustment for a variance.
$ 500. 00 deposit for an escrow account for the Town Engineers services was requested.
Design Review is set for December 3, 1998.

Tim Bernier, Registered Land Surveyor, presented the plans to the Board for a 7 lot subdivision. The Board suggested contacting the road agent for driveway sites.
Mr. Bernier will be in contact for when they would like to continue.

The Board went over some figures and requested what they felt was fair.
